Article 12. The competence of the central executive bodies, state bodies of the Republic of Kazakhstan, directly subordinate and accountable to the President of the Republic of Kazakhstan of the Law of the Republic of Kazakhstan On Territorial Defense

     1. The Ministry of Internal Affairs of the Republic of Kazakhstan, within its competence:

     1) participates in the planning of territorial defense;

     2) carries out comprehensive training and ensures the constant readiness of the internal affairs bodies of the Republic of Kazakhstan to perform the tasks of territorial defense;

     3) determines the composition of the structural divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan, departments, territorial bodies and organizations subordinate to the Ministry of Internal Affairs of the Republic of Kazakhstan, allocated to perform the tasks of territorial defense;

     4) carries out the protection and defense of territorial defense facilities in accordance with territorial defense plans;

     5) carries out the protection of public order and ensures public safety;

     6) plans and participates in the implementation of evacuation measures;

     7) ensures, upon the introduction of martial law and during wartime, the subordination of the internal affairs bodies of the Republic of Kazakhstan to the relevant military management bodies;

     8) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

     2. Other law enforcement agencies of the Republic of Kazakhstan within their competence:

     1) participate in the planning of territorial defense;

     2) carry out comprehensive training and ensure the constant readiness of law enforcement agencies of the Republic of Kazakhstan to perform tasks of territorial defense;

     3) carry out the protection and defense of subordinate facilities in accordance with territorial defense plans;

     4) plan and carry out evacuation measures;

     5) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

     3. The Ministry of Emergency Situations of the Republic of Kazakhstan, within its competence:

     1) participates in the planning of territorial defense;

     2) carries out comprehensive training and ensures the constant readiness of civil protection bodies to carry out tasks of territorial defense;

     3) provides early information and notification of the population about an immediate threat to security based on information received from military authorities;

     4) organizes evacuation measures in cooperation with central and local executive bodies;

     5) carries out the protection and defense of subordinate facilities in accordance with territorial defense plans;

     6) creates special formations and provides them with material and technical means on the basis of a mobilization assignment;

     7) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

     4. The National Security Committee of the Republic of Kazakhstan, within its competence:

     1) participates in the planning of territorial defense;

     2) carries out comprehensive training and ensures the constant readiness of the national security bodies of the Republic of Kazakhstan to perform the tasks of territorial defense;

     3) carries out the protection and defense of subordinate facilities in accordance with territorial defense plans;

     4) plans and conducts evacuation measures;

     5) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

     5. The State Security Service of the Republic of Kazakhstan within its competence:

     1) participates in the planning of territorial defense;

     2) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.

     6. Other central executive bodies of the Republic of Kazakhstan within their competence:

     1) participate in the planning of territorial defense;

     2) organize the protection and defense of territorial defense facilities, if available, in cooperation with the territorial defense forces;

     3) plan and carry out evacuation measures;

     4) create special formations and provide them with material and technical means on the basis of a mobilization assignment;

     5) carry out measures for engineering and technical fortification and anti-sabotage security of territorial defense facilities, if any;

     6) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan. 

The Law of the Republic of Kazakhstan on Territorial Defense dated June 30, 2025 No. 201-VIII SAM  

This Law regulates public relations in the field of territorial defense of the Republic of Kazakhstan.
